audi not reving
 

I have an audi 1.8 turbo 1999 mode it does not rev even if you press the throttle down .
I have put the diagnostic mechine and it said throttle position part ...I changed the throttle body but still the same thing ....it hounds (the revs goes up and down not more than 2000RPM). Please help
