Default more details on power loss above 4k rpms

i just got back from a drive and ive noticed that it only looses power above 4k rpms at full throttle, if i just give it 3/4 throttle it doesnt loose power, so im thinking the ecu is seeing too much boost and shutting off the fuel. now the car doesnt have a chip in it, so how would one turn up the boost manualy? dissconect something or change some parts? aka red neck rigged, what should i look for?

turbo wastegate valve a good posability check for fault codes

is this the same as the diverter valve or different, and is it located on the turbo its self?

I know this is for the 1.8T but they use the same valve so this is how they look, I dont have pictures of the engine in the 2.7T
