Default 7 psi on a chipped car? Your Thoughts? *Logs Inside*

Car: 2000 Audi A4 ATW, Forge 007 DV, Labree HFC

Problem: wont build boost past 7PSI and throws Neg. Deviation Code

-Only Vag-Com Codes are for rear O2 sensor
-Pressure Tested to 20 PSI and is fine
-Replaced the n75 with a used N75F and am still seeing 7 PSI
-Removed the Wastegate line and the car boosts well past 16psi
-Was able to log a run today and received the following: Looks like maybe the 95% duty cycle is to blame? why would it be doing that? Any Thoughts?

what chip?

any CEL?

have u tried a throttle body alignment?

thanks for the reply. Its a 1.1 bar speedtuning chip. It has been working for the most part for about 10 months.

I have a CEL for the rear o2 sensor, and i will get one for Neg. Boost Deviation since its not making past 7psi when its calling for more (then it throws me into 3 psi limp until i restart the car or clear the code)

I removed the battery cables and reconnected them after 5-10 minutes then did a TBA with VAG-COM but i got the same problem

hmm. thats odd. and the WG arm isnt loose right? how many miles are on the turbo? any loud whining noises? you said no boost/vac leaks. hmm thats really weird. have u tried unplugging the MAF and going for a drive? you will get a CEL and run rich but it will tell you if the MAF is bad if the car drives normal again.

the turbo was replaced about 15-20k miles ago so i dont think its that, but anything could be possible right? i will try unplugging the maf and let you know how that goes.

i tried unplugging the maf, but i got the same results

i also tried leaving the battery unplugged for over a 1/2 hour but that too changed nothing

are there any other tests i can do to help figure out what is going on here?
