Default 1993 Audi 100cs Transmission switching gears at LOW RPM.

Hey everyone! i need some insight into a problem i am having.
About 4 months ago my Audi 1993 audi 100cs automatic transmission started switching gears early at lower RPMs than normal.

it will change from gear 1 to gear 2 between 2500 to 2800 rpm (Strong)
but from gear 2 to 3 and 4 its switching at 1600 - 1800 rpm (Weak)

so as you can imaging it can be a struggle on the freeway and a nightmare on hills. i have to floor it to compensate the different, but it struggles.

Currently i have to drive it like a manual. driving at lower gears and shift up when the RPM is just right for the power needed.

the car has about 270k miles on it and had a transmission flush and solenoid check about 40k miles ago. All shifting up and down is smooth and fluids have always been nominal at all times.

Could this be a Transmission control module (TCM) problem?
any tips will be helpful. THANKS!
