Default 87 400 brakes

I just rebuilt my rear brakes on my 87 audi 4000 - new shoes, drums, bearings and seals. The car acts like the brakes are partially engaged at all times - after a drive the wheel is warm to hot and there is the odor of brake pads.

The parking brake is frozed - I dont use it but did connect the end of the cable to the brake lever attached to the rear shoe. When I put the drums on, I adjusted the shoes using the little wedge with the spring until there was a little resistance but was able to turn the drum by hand. Any suggestions??? What did I do wrong?
