BN member and allroad owner! And all ready need your help!

I recently bought a 2001 Allroad 89k miles tiptronic. And very happy with the purchase. The car is in very good condition overall and just needs a little tlc. I HOPE!!!
I have one problem tho. Since it took us awhile to find the right car. We had the chance to test drive a handfull of allroads and pretty much got the feel of it.
My question is when we test drove this specific car it felt way under powered compared to the other ones we tested. It kinda feels like a Passat 1.8t power wise. we were hesitant at first but still ended up purchasing the car because of the overall condition and the amount of work thats been done to it in the past year or so. ex; airbags and pump replace, water pump, timing belt, radiator/fan and some other stuff almost 4k worth of receipts.
Now the PO said that the dealer/mechanic told him that the reason why the car felt under powered is because it has a bad O2 sensor and would need to be replaced. can a bad o2 sensor really make the car sluggish and weak? or something else could be the reason why the car is acting this way? the car definately needs a tune up and oil change. maybe seafoam?(i need info on that) since its due for a oil change anyways!
Im planning on doing a full inspection on the car. And find out what else needs work. But it havent found a good shop that works on specifically audi in the colorado springs area. any suggestions? I would personally go the dealer route but the closes dealer near my place has VERY bad reviews.
also another question is that when the car is parked and i turn the wheel either all the way left or right the car makes this buzzing noise. somewhere in the steering. Idk if this is normal on these cars or what? any input on that too? thanks guys in advance i would really appreciate it!

The noise you hear while turning the steering, is probably due to low PS fluid level. What you are hearing, is the sound of air in the system.
As for the lack of power, do you have a CEL? Yes, a bad O2 sensor can cause a soft limp mode. If you have an OB2 DTC scanner, you should check for DTCs. They don't always cause a CEL, so you could have a code. If you don't have Vag-Com (VCDS), then you should invest in a vag cable and software. For now, you can go to Auto Zone and have them scan your AR and post the codes on this forum.
