Default wheel size/offset

My 2003 allroad has 17x7.5, 5-112 bolt, 25mm offset wheel (you can see the pic in
http://www.automotix.net/keystone/audi-allroad_quattro-inventory.html).
But in the same www lists 17x7.5 43mm offset wheel. It seems that I need
a spacer if I want to have 43mm offset wheel on my car - is this correct?
In terms of drivability and safety, is spacer ok? I am going to get snow tires
on new wheels..

Thanks
