hmmm - well 17963 means that at one point you actually exceeded your boost limit. And 17964 means you are not getting enought boost. Getting these errors together usually points to a N75 valve malfunction. A common problem is a broken/frayed ground wire.
Initially, though, I would check all your boost and vacuum hoses for splits or tears.
