Default Do I need all 4 tires??

No, that is not true. There are some logical factors in his suggestion though.

If your car is a quattro and the thread is worn down a lot then you should replace them all. This is because A4quattro drives all the wheels equally and expects all the wheels to be of the same diameter in order to function as accurately as intended. But replacing all the wheels is not utterly necessary unless the rubber has a lot of miles on them and they are worn significantly.

I would suggest replacing both wheels on the axle with the flat if the existing tires have over 30% of the thread gone. Replacing 4 only if tires are worn badly.
