Default 1.8t, vacuum in fuel tank?

Hi, I have a 1996 1.8t. I seem to be getting a sucking of air out of the fuel tank. If I shut the fuel cap fully the fuel pump fuse blows, I have checked the cap and I think it is working ok. If I leave the cap loose the car runs ok but you can really hear the air being sucked around it. Any idea how the tank is supposed to vent or what the problem might be? Many Thanks.

Check for codes for the Vapor control system. You might try someone elses fuel cap too.
