I recently changed my intake as well and reading the service manual it says thats the intake for the EVAP purge canister. Really don't know what that means but it has something to do with the fuel system. I think its to help maintain pressure or purge something. All I know is that when the engine is cold you can actually hear it like a small electric motor then then it stops and the revs drop down to normal idle. My intake didn't come with a filter for it so its as is right now.
dude i had somebody else on this forum have that problem and he said that it was causing his motor to die out.. i guess its only on 30v's cuz i got a 12v and had no such thing in my engine bay
there should be a piece that looks like a tiny little cone filter thats made out of metal that gets interted into it, and gets attached to the heat shield (that you should have gotten)

ps its called the smog pump line
wow i actually provided semi-useful information... for once

you can go to any auto parts store to get it. recycle the old connector off youre old air box, it twists right off. epoxy this piece to one of those small cone filters (they are usually used as crank case breather filters). waa laa. ur done.
