Default 2001 A4 1.8T - (possible turbo problem?) Help

I purchased this car in the summer with no problems and this is my first winter with it, it's been getting pretty cold in Pennsylvania (down in the single digits some nights).

Now here's the question:

When I take off on a cold morning as I accelerate my turbo would normally start to kick in a little under 3000 RPM. When I first take off it doesn't seem to kick in at all. It seems lately it takes about 15 minutes of driving until it starts kicking in with my acceleration. Is there a problem with my turbo I should have checked out? or is this just simply because of the cold? Any help would be greatly appreciated and if there is a problem I'd like to get it handled before it totally stops working.
