Bad Turbo???
ok - press on the gas - WOT - car should start out slow and then when it hits 2500-3k RPM you should feel more pull instantly. the first part is refered to as turbo lag - when the turbo kicks in you should be able to feel it (not a ton on stock - but some). If you really think the turbo might be blown - go test drive a few more 1.8t's and see if you can tell the difference.

wastegates dont rattle. im sure whatever is rattling isnt turbo/performance related. Pulling the cat wouldnt gain you anything. If the car is not unbelieveably slow, like 80hp, it is running fine.
Your letting the quietness of the airbox make you think the turbo is blown. You want to hear it spool some, take out the airbox and you will here the turbo. Its not very big so the spool will not be all that loud.

You can check the actuator arm by grabbing it with a long pair of needle nose pliers and seeing if you can jiggle it.
