Default bad turbo? need help!!

Ok, so im driving and i hear this rattle very loud when i decelerate. It started a few months back and has gotten progressavly louder. Also at idle, when you rev. the car a little it has the same rattle when the rpm's come down.It also does it sometimes on acceleration but only at low rpm's.

Now, can this be the wastegate on the turbo (turbo still holds boost) or is it something else. Also almost ruled out heatsields, because i looked at all of them and none are loose.

Thanks guys for the help..

If it does so at idle, do you have a general area that it originates?

it sounds like its comin from the turbo side of the engine bay, but it also reverberates in the engine bay. i first thought it was my cat but then got a test pipe and it was still there!!! this is pissing me off! anyway. i just got a video so im puting it up on youtube.
