Default boost controller ?

I have a 99 audi a4 with the 1.8t in it. i am wanting more psi out of the factory then what it is doing but don't have the money to upgrade the turbo. so my question is, does a boost controller does what is says it does? can you turn the psi up on your factroy with it? and can you even hook it up to factory?
