Can I turn a 12v into a 30v
yea i thought it might
i dont really need much power and im usually only driving in the mountains as this is where i will be living with the car for the next 3 years (school). but i was thinking intake/exhaust and a new ecu for maps and to take off the limiter. i will be getting suspension, wheels/tires and brake upgrades for safety and handleing but is there anything i can do to just give it a bit more power? im not asking for an S4 maybe just 200bhp.

definately check out the audiworld 12v developement, you can bore your MAF, your Throttle Body, Put in a cone filter with heat shield and replace all the intake piping with wider pipes, then maybe mess with exhaust with a bit and you would be closer to 200,
If you are willing to do a lot of work and learn a lot, 200 can be accomplished, hp comes a lot harder than it does in the 1.8, ive seen 12v's with 230-240 hp, but that was expensive...

How much can a 1.8t swap be done, and what year 1.8 do i need? should i use the 97 since my car is a 97 or can i use a newer model??

That is a big number for that motor... Why not trade it in for a 30v or a 1.8T?
