Default exhaust regs

Ok, my exhaust was sticking out from when i had a guy custom make me one(which i was not happy with his work) and he left the tips sticking out about 4 to 5in. So I wanted to make them flush with the car. I found a welding shop that was going to do it for me. Now, someone told me you have to have exhuast so long to meet requirements????????( its a custom exhaust you should have how u like it that why its custom) so I didnt have them do today. Has anyone heard of reqirement when building you own exhaust how many inchs it has to be and what not? sounds like bs to me...[:@]
