if i siphoned most the gas out of the cylinder is it safe to start?

 

I just switched out to the stock injectors and chip and didnt start the car just put it to on position. Actually I tried to start the car at first and it just clicked once and didnt turn over. ive got a full 12 V on battery. then I could feel fuel running into the fuel rail and just straight thouh the injectors.

 

this only happens in cylinders 2 and 4. my friends dad thought that it could possibly be a starter moter issue where the ecu thinks it should be firing, but i dont think it could be this cuz its just shootin oout like a gallon every 10 sec
