As with any car, check to see if there is spark.
If so check for fuel. If either of those are missing, then your engine will not start.
Use the vagcom locater link to see if there is someone local who will scan your car.

Turn your ignition on. If your check engine light is on your fine, if it's off it's your ECU, if it's flickering reach around and hit your ECU box (not too hard obviously). If this has a direct effect on the flickering then it's your ECU.
Your fuel pump is located under your rear carpet in the trunk close to the passenger's side rear seat. The cover is held on by three screws. Remove the cover and have someone try and crank your car while you have your ear next to the fuel pump. You should hear a "whirring" sound indicating your fuel pump is working. If it's not remove the plug and hook up a volt meter to two of the adjacent plugs. While your friend tries to crank the car again check for voltage if there is none your problem is either your fuel pump relay or your ECU.
Your fuel pump relay is located underneath your dash (kind of behind the steering wheel). I think it's number 372 but I may be wrong. Pull the relay and look at the wiring diagram given on one side of it. One connection is power (it always has power going to it), one connection (the smallest one) is from your ECU, one connection is from your iginition, one connection goes to your fuel pump, and one connection goes to your fuel injectors. Take a 12 volt power source and run it across the ECU and ignition connections. You should hear a click indicating the solenoid is working and is closing the switch inbetween the power connection and the fuel pump and injector connections. Then check for continuity between the power source connection and the fuel pump connection and then the power source connection and the fuel injector connection. If there's continuity then your relay is fine. Check for loose grounds (there's one directly underneath your relay, I think it's a green wire). If everything checks out then it's gonna be your ECU. If your chipped call the manufacturer of your chip and tell them exactly what's going on and what you've tried. They should fix it for free (I know APR will). Good Luck!
