The german plates should be available at your dealer....
The bondo is going to look like *** if you've never done any sort of body work or paint. If your car is older, the original color will have faded so the touch up paint will not match, even if you get the correct color code.
The 3rd option is to take it to a body shop and have them fill the holes and respray the bumper.
Personally, I chose the euro plate. If I ever get tired of the plate I'll have the holes filled in at the body shop.

Don't know about the laws there, but if a front plate isn't required, rather than patch the holes, you could get a replacement for the piece that holds the plate (front chin spoiler). I think they run somewhere around 85 bux....
