Check out the picture of the back of the car and notice how the A4 is backwards... is that supposed to be that way?
Also, I'm going to look at this car, and barring any dents or scratches that are major, i'm probably going to end up purchasing it.
So, is the price fair if I can somehow get it down to around 12,000, and does it look like a okay buy?

The 4 should be straight. My guess it was debadged and the got the badges back and messed up, i dont see how but that is my guess. Price seems fair, the lower the better. Bring up to the dealer if it had the 60k service done. Belts, pump tensioner, and tell him if he says no that the dealer charges $1500+ to do it and you want the price lower.
yeah i mean it looks straight to me. only thing i noticed was on the right of the car behind the back tire there is some white near the bottom and i don't know what that is.

Coilovers will lower the car for the look most people like and it will improve the handling. Price range is fairly large. I would do research if you're interested.
Chip is referring to an ECU (basically the electronic brain for the car) upgrade.
The upgrade, depending on what company you choose, will add 25-40HP and 40-70lb-ft of Torque to the car.
Most people believe this to be the single best performance increase that money can buy. $400-$600 usually.

DV refers to Diverter Valve. This is a mod done by a lot of people to better handle the increased boost from the Turbo that you will have once you get chipped.
There are arguments for and against whether or not the DV is necessary, but they can be had for $30-$175 depending on which Mfr you choose.
