NEED SERIOUS HELP!!!!!

So i am driving home from school today about an hour ago and everything is fine, car runs great. I get to my house (three miles away from school) and i start to pull up my driveway and i stop because its at sort of a hill.I notice that my idle is all sorts of messed up when i clutch it to put it into first. I drive up my driveway and then my car stalled after some more rough idleing. It starts back up but continues to run really rough. I checked the oil and when i pulled hte dipstick out there was some weird white stuff on the end of it. Also it was on the cap to the oil fill hole.( i have pics) What the hell is this and what do i need to do to fix it? ANY help would be greatly appritiated.

that's stuff on the oil cap is normal with a cold engine the colour gray tells me that so nothing to worry about there,
the staling is another thing ( how much fuel do you have in the tank ) only asking because you said you were going up hill so if it was low the fuel will be going to the rear of the tank and its the same as it having no fuel??

I have a half tank, and it is sitting on flat ground in my garage now and when i start it the idleing is still all messed up. I read somewhere that white in the oil can be water? is this true?..where would it be coming from?
No, there was no smoke comeing from underneath. there was a little puff (if you want to call it that) looked more like steam then smoke when i took the cover off where you would put the oil in.
