Default Power Steering

hey guys, i have a 98 1.8T Fwd.
I think i been having problems with my powersteering (i think)
At low speeds, i get a strange noise from the car, like a quiet vacuum cleaner(if that makes any sense) and a slight vibration from the steering wheel and when i turn i get like a moaning sound.
Checked the fluids and none on the dipstick

i guess my question is, are these the symptoms of low power steering fluid, if not what else could it be. And will it hurt my steering system if i dont add Fluid?
also is there any other power steering fluid i can get locally besides ordering the Pentosin CHF 11S?

I once knew a guy who drained his oil, changed the filter, closed his hood and drove off...needless to say the engine didn't last very long lol what a moron.

I was working at goodyear as the grease monkey, well on saturdays they only stayed open for seven hours so they didn't give lunch. Anyway, I'm not exatly top of my game when Im hungry, And I told the boss that, he told me to change the oil anyway, well I'm sitting in this suburben after doing the oil change, (hoods down, cars running, I'm writeing some stuff down,) I glance down and the oil light is stareing me in the face. "OH ****" the dude was watching from in the store, I told the boss that I had forgot to put windsheild washer fluid in it and then put the oil in. HAHAHA. yeah, it ran for about a min, without oil in it. Oh well. I've done my share. of stupid crap.
