Rear Rotor Issue?

Default Rear Rotor Issue?

Ordered some rear rotors (cross-drilled) from ecs tuning 245mm x 10 mm for my 97 audi a4 2.8Q 12v.if im not mistaken thats the right size for my car, but when i finished putting them on and tried spinning the back tires by hand (E-Brake Down) its spins about 60 to 80 degrees and then stops and i can only spin it opposite another 60 to 80 degrees then stops like something is holding them from going full
360 degrees.The question is why is it doing this and
why only with my rims on because with no rim on and the rotor with all the lugs screwed in spins perfectly fine

That doesn't make sense.

You say that with the wheel off, it spins freely both directions.

But with the wheel on, it stops? Can you turn it by hand, even though there is some resistance, or does it "stop" as in it wont move any further that 60-80 degrees period?

Is the caliper hitting the inside of the wheel somewhere?

Are the rotors thicker than stock?

Got any pictures???

Hmmm...are both rear wheels on stands? Does it happen for just one side or both? Sometimes if one wheel is on the ground the other won't spin freely, it has something to do with diff gearing. If the rotors are the correct size and installed correctly I can't see why there would be a problem.
