Your notion of finding deals on winter tires in the summer may prove incorrect... finding deals in spring is the time to do it, and in the fall, when tire shops have bought 50 000 of them.
In the summer, most tire shops don't have any in stock. But, let us know how you make out.
I recommend Blizzak WS50's for an all around ice/snow tire... and for dedicated snow performance, the dunlop something or other M3. Wintersport maybe?

In road and track, they took 2 evos through alaska and canda, all ice. They used blizzack snow treads, so i thought they would be good. I picked up some blizzacks ws50s, i will NEVER touch another snow tires, i went more places then trucks and suvs, i was pushing snow. They are pricey, but amazing...
I run Dunlop Winter Sprt M3's. Excellent traction in the snow. Drifted around the traffic circle on base 3x's with no problem. Carved up several mall parking lots only spinning out when I wanted to.
