there is this GSR running around in my area guy says it has 400whp but he has no dyno sheet to prove it and he doesn't want to race anyone either but one night my buddy got to run his FD against the GSR and my buddy killed him by like 4-5 car lenghts the only work my buddy has done to the FD is complete exhaust no cat intake and stand alone fuel managment system tuned by the RX7 store in Ohio his dyno sheet shows around 320hp

You do know it would be tons cheaper to dump your car and buy a 1998 right?

you can sell your car and get a similar 98 for 2 grand more at the most. it's gonna end up costing alot more than that to do that head swap. you really should get a 99.5, they came with all kinds of cosmetic upgrades that give it a much cleaner overall look. there's a thread on here about the differences, check it out. you're wasting your time trying to do this head swap thing. from what i've heard you aren't even going to be able to find the heads anyway.
