Default Timing Belt DIY??

Why isn't this something that can't be done at home? Are there extreme tools that need to be used? From the link below, you can purchase a new belt for $38.

This link is for a timing belt kit. This includes the timing belt, tensioning roller, relay roller, 8mm hex nut and 8x16x2 washer, all for $155. What's the deal on a difficulty scale of 1 - 10?

If you have 8 hours to spare (for a first timer) and basic tools you can do it yourself.
There's no reason this cannot be a DIY job.
