Won't Pass Smog?

Won't Pass Smog?
I am on a learning curve, so bare with me. My last performance jaunts were a Suzuki GSXR-1100 andCal LookVW's.
I am buying a 2003 A4 1.8t from a buddy. He had the car modified with the following:
1- Stage II Revo chip http://www.revotechnik.com/products/revoStage2.aspx
2- Larger fuel injectors from the Audi TT sports car.
3- Hi flow air filter
4- Performance downpipe for the exhaust.
He had also gotten aftermarket blow-off valves, but the connections were leaking fumes into the cabin, so the stock blow-offs were put back on.
At any rate, we went to get the car smogged yesterday for the title transfer and it was not even close!
Any thoughts on what the issue might be?

ORIGINAL: hiwords
hmm. wut kind of gas does he usually run. maybe running sum seafoam through the tank could help? that downpipe could play a role though.

He contacted the tuner that had done the work for him and was advised that the downpipe would have to be swapped back to stock. Should that be enough to get it passing? I can't remember what the limits were, but I think where it was supposed to be 2k it was over 7k (Gross Polluter in Bold on the sheet).
Edit: Forgot to mention this is California Smog that it's failing.

RE: Won't Pass Smog?
Follow up:
It was the downpipe that was the issue. It was bypassing the catalytic converter. Replaced the part and it passed smog (really low emissions).
There is a performance difference, but not major.
Thanks for the input.
