It was the hazard relay switch. Got it for $26. Fixed the problem.
I used a knife to pop off the trim which is held in place by 4 clips.
Then I used needle-nose pliers to pull out the old hazard switch. Unhook the harness, plug the new one in.

You guys haven't changed your blinker fluid yet, huh? It's okay, easily overlooked.
