That's the grill.
Or you can get it off EBay

As far as the bumper: why do you want to replace the whole thing? Are you cancelling out the fog lights?

Why buy the bumper if you don't need it to replace the grill?

As Jack said, you don't need to replace the bumper since you keep the foglights.
That center grille is direct-fit, bolt on (or snap-on, however is designed to fasten), so you don't need any other modification. Plus, there's no painting involved since you buy it already finished in black.

FROM THE PICS you posted (granted the first one is of your car) the bumpers look nearly identical, except for the two bumper grill inserts - which on yours have slots for the foglights, the chrome strips - on yours, and the raised "lip" right below the headlight washers - on the S6.

It beats me why you want to go through the hassle of replacing the whole bumper just for a raised lip, but there's something you need to find out:
1) are those lower bumper "grill" inserts dettachable or are part of the bumper itself?
2) are those lower bumper "grill" inserts dettachable as a single unit that includes the chrome strip? If they're are - at least that's what I can see in the pic - then you got a problem because you'll have to either MODIFY the ones on the S6 (cut round slots) to accomodate your fog lights, or you'll have to cut into the S6 bumper to accomodate your own fog light grills.

I don't know the bumper part # (yet) but on a quick search here's your S6 bumper: with headlight washers
