no he ment that if it was a turbo'd car to begin with not a n/a then you would see greater gains from chipinh. a 1.8t gains closer too 50hp from a chip because boost can be increased, along with other things.
I'm going out on a limb and saying no- definitely not worth it. Enjoy the car for what it is, or trade up for a different model. The 2.8 seems like a solid runner, but it is not the performance variant.
my good friend GIAC chipped his 98 A4 2.8. It made quite a bit of difference and it was realativly cheap(about $325 here at a shop in NC). It is a 5 speed and he also did a cold air intake and exhaust and that car will move! For the money it is a pretty good investment.
