Question control arms install

just bought a front suspension kit from blauparts,instructions say to torque inner control arm bolts with suspension loaded ( wheels on ground ).
How am I going to go about this when I have no access to the bolts,( meaning the upper arms ) with the wheels on!!?? Even if I set the car down on something the forces are not going to be the same as if I had the wheels on?? BENG

Default Control arm install

I cheated on the upper arms by tightening the inner bolts with the arms elevated to approximate ride height. With the lower arms installed (and bushing bolts loose) I mated upper arms and the upright by pulling the uppers down against bushing tension. With the wheels back on and the car sitting on the wheels, I tightened the lower bushing bolts.
