Default Driver side fog light

Does anyone have any idea why my drivers side fog light doesn't work? Of couse I chagned the bulb, and still no go. The passenger side works. I checked the fuse and it lookes like there is only one for the driver and passenger fog light so thats not it. is this problem common? If there is no power at the bulb, can i just rewire it to the passenger side? will having both driver and passenger bulbs drawing current from the same wire mess anything up?

First Step: Un-Hook the wire harness form the back of the bulb. Start the car and turn all of the lights on. Grab a voltmeter and see if you are getting power through the wires. If not, trace the wiring and see if there is a loose connection/wire somewhere. This could be an improper ground.
