Front TAG bracket

Front TAG bracket
This might be a little off-topic, I have A6 3.0 bought from other state, I am in Maryland, the state require front TAG installed on the vehicle, but the vehicle doesn't come with front TAG bracket.
I went to the dealer, they will charge me $150 for that. They told me I can get an offmarket bracket, but I don't know where or what it looks like. I suppose I shouldn't drill holes in front bumper to install the bracket. But I looked at it in PEPBOY and Valmart, only found those that need holes in place. Can anyone give me a hint ?

I have a brand spanking new one that I don't need. It comes with the screws, in the original wraping, never installed. I'll sell it to you for $23 plus shipping (probably cost around $5).
