How to get the clear plastic piece off of dash?

How to get the clear plastic piece off of dash?
It seems like the plast piece that guards the gauges is dirty on the inside. Does anyone know how to get that piece out to clean? I have no idea and would really hate to take it somewhere. Any help would be awesome!
