Default Runner flap control solenoid

I have a 2006 Audi A6 C6 3.2L quattro.

I wonder if anyone has the specs for the solenoid pictured? This solenoid on my car controls the vacuum hose to the upper intake manifold and the hose that controls the runner flaps actuator. When vacuum is applied to the actuator, its membrane pulls on a level, which rotates plastic gears to open/close the flaps in the upper intake.

I have noticed that under idle conditions the actuator pulls in its lever at least partially, which I find odd.

I disconnected/reconnected the plug that drives the solenoid and I could see how it makes the actuator move. So connecting the plug opens up the solenoid and allows vacuum to reach the runner flap control actuator.

I would have expected that at idle the actuator would not be moving the flaps.

Does anyone know what the specs for the solenoid should be? And what should be the voltage be on the harness plug at idle?

Thanks in advance.
