Is this vacuum hose support to be disconnected?

Is this vacuum hose support to be disconnected?
I was checking my secondary air injection stuff and found this solenoid in the front of the engine and one hose seems to be like a vent or something or it suppose to be connected somewhere? Its the solenoid that on the right side a bit higher then the one that has filter connected to it
