Wink Bad Turbo???

OK so i think i blew up my turbo. i was running around 23 psi outta it, with the mbc. now it doesn't go past 15 and it keeps jumping around. like 10psi and then 15psi and then like 5psi. also i hear like a whine, sounds like a supercharger. and no power well no where near what it had before. ofcourse i know it's cus of the psi. i have no check engine lights on or anythin. so i think it's the turbo. What do you guys think?? So i've been looking and i only have $2000 to spend right now. the only thing i can find is the gt2871r eliminator kit. i wanted to know if all i need is that tho. cus it says it's a replacement for my k04. so i'm sure i have to get my car flashed but is there anythin else i would need? and is that the best way for me to go???

HELP!!

if you blew your turbo youd get nothing... i would start with checking for vac/boost leaks. 15psi out of a blown turbo i think not. thats more than stock.

and dont get an elim...

boost leak tester will show any leaks. If none is found, pull the tip and check for play in the turbo.

Supercharger noise usually means your turbo's toast but check to make sure it's not a boost leak first..

mine sounds almost as loud as the youtube video. not as loud tho. if it is the turbo i don'
t want to buy a stock turbo cause i was gonna go with a big turbo. so what should i go with. rite now i have $2000. or i can save for the summer it has to be done by the summer. and the car will hit 15 psi but die down real quik like it struggles to get to the 15 and then dies. if it was that bad of a leak wouldn't i have a chieck engine?

i called pagparts and they said they'll get me a gt2871r kit for 4500 with everythin i think that is what i'm gonna do. i looked everything over as far as the hoses. i know looking isn't enough but the way it happened kinda just tells me it's the turbo and the sound that it makes. and it kinda got worse and worse as the sound got worse and worse. if that makes sense. i don't have a compressor so i really wouldn't know how to presure test it. and this place in my town is gonna charge me 100 to test it. Now i just gotta save. hopefully in two months.
