15 seems incredibly low for a chipped car... you should have someone go in and manually adjust the settings on that chip to support boost levels like that.

Note: The BM is not meant to replace a chip. Stock tuning parameters have fairly low threshholds and will often put a car into limp mode with small amounts of increased boost. VW's are particularly susceptible to this and operation on a stock ECU will generally be disappointing.
Similarly, if your car isn't programmed for boost levels like that, you'll hit limp mode. If your chip is only set at 15 psi and you hit 24, you'll probably hit limp mode.

I had mine up at 25psi when I first installed my boost machine but I turned it down because it actually felt like I lost power.

I believe I read on here somewhere that the calculation goes like this:
1 Bar (14.7 psi) of boost = 100% HP increase.
You lost power becauseof heatdue toyour overly heatsoaked ic's couldnt cool down the compressed air.

You cant use that formula, turbo size plays a huge part in power numbers along with head flow...etc
example: 20psi on a ko4 is about 100hp less than on a gt35r

I believe your original response to the question of whether or not 15 psi was suitable for a chipped TT was "pretty much, so get that boost up". That seems a little weak considering stock numbers for a 180/225 are 11 to 14 respectively. Chipped, I'd expect 18-20 range.

So once again, what's your problem?

Well does the formula work on the K04? I can make a new formula when I go BT next spring. I like to be able to get some sort of estimate of what to expect with different changes. Plus... I'm all about numbers and being able to quantify my efforts. -shrugs-

150/180 vw/audi 1.8t chips are usually set to 1bar or ~15psi. You have to up the psi either by a new n75 or mbc/ebc. Also running 24psi WILL NOT throw you into limp nor gain you any performance.

The best way to have a good estimate of what you will have hp wise is to look at other's dynos with simular mods/tunes. There are way to many variables (manifold log/tubular, dp/exhaust size, temp w/ dyno'd, etc) to be exact. So no math will ever be able to find out how much power you will have.

And yes, peaking higher than the ECU feels comfortable delivering like that could certainly put you into an overboost situation, leading to a CEL and soft limp mode. It's also the same thing that could happen if you crank up your boost machine wide open, not like that's happened to anyone I know before either.
