The cap screws off. Stick a big screwdriver into the slot on the top of the cap. Check the fluid level with the engine warm but not running.

Why do you think you need to drain the fluid?

The fluid in my 2001 is dark brown; new fluid is clear, so that tells me it's time. I assume you can disconnect the low-pressure return line & direct it to a container, crank the engine (disable it from starting - what's the easiest way?),and feed new fluid into the reservior until it runs clear out of the return line?

You need a big fat screwdriver that will fit in the slot; turn it counter-clockwise (to the left) HARD; it's probably on there real tight. If you don't have a screwdriver or something that will fit the slot I suppose you could grab it with pliers but make sure you don't grab it so tight that you crack or break the plastic. When it comes out you'll see it's actually the dipstick that measures the fluid level.
