Default Short in lighting

Just wondering if a short from the instrument cluster could mess up my driving lights?
My cluster lights went out a while ago along with them the rear right driving lights at the same exact time.
After a few months my passenger headlight wentout, only the HID.
I just replaced the bulb but the new bulb lasted about a week. Right after install the bulb flickered slightly.
I figure this could all be related but I wouldnt doubt that my ballast is going out.

The cluster in no way will affect the exterior lighting.
As for the light flickering, its the ballast. Zenon bulbs hardly ever fail.
