what it does is hold the wastegate closed a little more. so although it tries to open at the same time, it takes a little longer for the boost to drop down since the exhaust gasses cant bypass as fast with a smaller opening. this wll usually gain you 1-2psi on the top end. but i wouldnt advise it. i did it to see what would happen and it did just that, but i didnt like the way it worked. it felt like it held boost wierd and discharged funny. i think the car overall felt like it worked differently.

Yes, "cranking" the wastegate adds preload to the actuator causing it to need more psi to open it. You will hold boost longer, but will kill the turbo much faster.
