Default $400 to much?

Is 400 dollars for labor too much for labor on a timing belt job/waterpump/belts, etc? Im getting ready to get this done but dont have tools to attempt this job with a diy.

I am planning on buying a kit from one of the tuning websites and bring it in for them to install.

An independent mechanic usually charges $400-600 for TB job.

Dealers usually charge about 700-1000+.
