Default 1999 Audi A4 2.8L Quattro (1500 RPM "Deadspot")

Hello, this is my first time posting here on AudiForums.com
I bought this '99 2.8L A4, and it came with a ton of issues.
Let's start here, when I first got it, it wouldn't stay running.
The car had a huge PCV issue and wouldn't idle by itself.

So I replaced all of the PCV vacuum lines, and the normal vacuum lines as well. Finally, the car idled just fine but when I rev it up it dies out at 1500 RPM and drops to 1000 RPM and picks up. Sounds like it completely shuts off until it hits 1000, then turns back on. If I hammer the gas, it gets past the 1500 RPM "deadspot" and revs up very nicely.

So I figured it might be a throttle body issue. Took the throttle body off, it was dirty as could be. So I cleaned it the best I could, put it back on with a new gasket and the problem still persists.

I've heard I need (specifically), a VAG-COM Scanner to Re-Adapt the TPS and Throttle body. Does anyone know if the VAG-COM is the only scanner I can use to do this Adaptation?

P.S. - Don't tell me to do the "chicken dance" technique and open the hood, the doors, blah blah blah turn the key on for 15 minutes. It doesn't work, maybe because my hood sensor is not plugged in. I don't know, but I would like anyone's suggestions / tips. Thank you!
