97 1.8 auto 4-3 kickdown issue!

I'm a little new to the world of auto trans's so please excuse my terminology..
I recently picked up an a4 with a weird shifting issue (supposedly just needed an atf topup..) So I changed the fluid, correct procedure with vagcom, new filter and issue still persists!
the minor problem being that when in drive it wont engage a gear from idle, needs another 200revs before it clunks forward, secondly and this is the weird part, on the 4th to 3H hard downshift from coasting it revs (like it drops into neutral) for a few seconds before it grabs and jerks (there is no specific rpm range that it engages past), but once in gear it's strong, no slip atall and the 2M to 3H shift is fine as is the 3-4th
Would I be correct assuming there must be a pressure loss somewhere causing the delay from low revs??
No fault codes, compatible fluid
have had the valve body to bits, cleaned everything and reassembled no change, also ohm'd all solenoids, one of the pmw ones (tcc or pcs) was a little high intermittently (8-11ohm) but didn't throw fault cods so thought no more of it.. stall tested at 2500.
