98 A4 1.8T disks and pads
hi there, i've just had new front disks and pads fitted to the car.. unfortunately the pads and disks on both sides are in constant contact so in effect i driving the front brakes partially on permanently. hoping someone can advise whether there is a setting that can be adjusted somewhere to allow greater distance between pads and disk.. or do i do as the mechanic has suggested and just live with it until it goes away?

New pads and rotor (I assume is what you mean) are obviously thicker than the old ones. I'm not sure as to why they're not retracting like they should. I don't know how bad it would be to wait until they wear a little, heat could be an issue, and if the problem persists even after they wear a little, they will continue to wear out prematurely. I know, not much of a help...
Did you do they yourself, or have a shop do them? If the shop did them, I'd ask them to explain why they're still rubbing (as "wait" should not be an acceptable answer).

So if you put the front of the car on jack stands and try to spin the wheels they dont spin on their own because the pads are dragging on the rotor?
The brakes are self adjusting, so when you put in newer pads which are going to be thicker the calipers are more open but the pads are still going to float just above the surface of the rotor.
