'98 A4 1.8T is overheating

Default '98 A4 1.8T is overheating

I have been woring on this all week. My car started overheating, I changed the fan switch, thermastat, and fan switch relay. The water pump is working. The fan turns on when the a/c is on. I hot wired the fanswitch to the battery. The fan runs on high when when the car is turned off, but when the car is on the fan goes to the lower speed. Pleasehelp me out with this.

How about your clutch fan? Is that the stock fan? Does it overheat all the time or when your just at a stop? What engine? What year? How do you know the water pump is good?
