im looking to get an 98 a4 and i saw that some of them have fog lights, but mostly its 99, if I get one without them say a 98, can i install them myself, and wher can i get the kit

First off, all A4's have fog lights. on the pre 99.5 cars they are built into the headlights.

Now to your question, it depends on your ability, and what you are comfortable with. The lower fog lights began production in the 99.5 model year. I have a 97, but I retrofited 99.5 fogs I bought from a junk yard. It's not especially hard, but there is some cutting involved and a lot of patience is required. Here's the how-to I followed.
