Default 99 a4 2.8 power steering problems

Hello everyone! I have a 1999 a4 Quattro 2.8 5v (AHA engine code). Original power steering pump failed, car was driven for roughly 80 miles on bad pump before I replaced it. Took everything apart and flushed the system, then installed a new TRW brand pump. Power steering worked for a little bit (like 6 minutes) then slowly began to fail. Pump never stopped whining or would only whine when you turn. Replaced the pump again (warranty), flushed the system prior to new pump and cleaned reservoir. Same issue plus after driving for a while and stopping, with the engine off it would push power steering fluid out of the cap. A good quarter to half quart probably. Got third warranty pump (now I’m loosing my patience!) and same issue. Each time before replacing the pump I flush the suction and pressure side with kooler cleaner and compressed air then install the new pump, pre fill the suction hose and get it all back together. After all this! The reservoir appears to have metal shavings in it even after I clean it and use new chf 11 fluid. Very little if any fluid movement at idle, pump whines and almost knocks. Power steering works, sometimes fades out and back in but over all just very weird and inconsistent problems. My only thought is that some how the check valve in the banjo bolt off the power steering rack is stuck but only slightly. Other than that I have no idea what could be causing this. Maybe the non oem pumps are bunk? I dont know. I have an oem Audi pump but I’m terrified to install it and risk killing the really expensive one! Anyone have any thoughts?
