I've seen both, but more commonly open.

Pull the small hose to the overflow tank while the car is running. Do you have flow?

i'll try to check that this afternoon/evening between work/class or after class.

Struggling to get over 1/4 up the water temp gauge in a 15-20 mile suburban commute. plenty of stop lights. I wouldn't think weather between 0-5* C would keep the car from coming up to temp w/o the thermostat being fail open and needing replaced.

Agreed. It's fairly inexpensive to replace. Have you done wp, tb, etc, etc?

Nope, and have no plans to right now. Need to get it running right before i worry about that stuff.

My other issue i believe to either be MAFS or fuel delivery. really think just a MAFS but have had zero time to diagnose it other than driving.

Inexpensive to do it yourself or by a shop? We have a passat 2.8 30v in the shop right now having this exact job being done and it doesn't look cheap or easy to me.

thermostat looks like a $20-$40 part depening on where you get it and is a pretty damned simple job to DIY.
